	He served as a Norfolk County delegate to the Virginia General Assembly ten times; beginning with the 1 January 1838 session and ending with the 1 December 1845 session. Samuel served as one of the five representatives from Norfolk City, Norfolk County and Princess Anne County to the Virginia Convention of 1850 - 1851. The constitution adopted by this body established universal white adult male suffrage and provided that the governor, formerly chosen by the General Assembly, be elected by popular vote. He was elected as the Portsmouth delegate for the three sessions of the General Assembly that met from 6 December 1871 through 2 April 1873.

	Samuel was 78 years old at the time of his death.

	His body was interred in the Watts family plot at Cedar Grove Cemetery in Portsmouth, Virginia.
