  	Caleb qualified as a Lieutenant in the Norfolk County Colonial Militia on 18 March 1772.

  	In April 1775, the royal government of Virginia was dissolved and an independent government was organized by a convention that met at Richmond. A General Committee of Safety was formed, and the Colony was divided into districts for the enrollment of "minute-men". Caleb served on the Norfolk County Committee of Safety.

  	On 7 June 1776, members of the Virginia Revolutionary Convention meeting at Williamsburg voted unanimously for independence from Great Britain. Caleb was retained by the Naval Board as a "master builder" at the Rappahannock River shipyard. The Convention passed a resolution forming a Naval Board that quickly acted to divide the state into districts in order to better handle the job of defending each geographical area. Work soon began to build or acquire ships to constitute the fleets of the James, York, Rappahannock, and Potomac River districts.

  	Caleb's will nominated his "wife Ann and my Son Maximilian" as executors. He signed his will on 22 January 1792. His signature and seal were witnessed by Jonathan Herbert, Edmund Allmand and Thomas Nicholson.
